
2008-2009 Pennsylvania State Pepsi USBC Youth Championships District
Rules
1.
The Pepsi USBC Youth Championships is certified by the United States
Bowling Congress and governed by USBC rules.
2.
Advancement from league level is a one-time entry. If an individual
qualified and cannot participate in District competition,
alternates will be eligible based on order of finish in the previous
level of competition. Replacements must advance from the same
league and window based on order of finish.
3.
Advancement ratio from the previous competition (league) to
District competition is at least one (1) for every eight (8)
entries per division, including last place ties. In all cases at
least one person per division shall advance. The advancement ratio
shall be applied uniformly to all eligible divisions. (An entry is
defined as a bowler within the division, whether they have bowled
during the two week window or not.) Examples: 1 to 8 - Advance 1; 9
to 16 - Advance 2; 17 to 24 - Advance 3

Advancers out of league level must remain in the division they
qualified in during all subsequent levels. If a bowler advances out
of league level in more than one state/zone, the bowler must declare
one state/zone to continue competing before the next competition
level. Participation in any level of competition past the league
level in more than one state/zone will result in automatic
disqualification.
5.
District competition will take place at a designated center, time
and place to be determined by the District Tournament Director.

6.
The Pennsylvania State USBC Youth will conduct two qualifying
windows. The qualifying windows and closing dates for entries are as
follows:
1st Window: November 2 through November 16, 2008
1st
Window Entry Closing Date: January 5, 2009
2nd Window:
January 5 through January 18, 2009
2nd
Window Entry Closing Date: February 15, 2009

Complete entry forms must be submitted by the closing dates.
The YELLOW copy of the
entry form and league level report forms, along with the required
fees should be sent to the State Tournament Director. The
WHITE copy of the entry
form, league level report form, along with highlighted average
sheets as of January 1, 2009, should be sent to the District
Tournament Director
8.
Competition shall be conducted in (6) six divisions (Ages as of
8/1/2008): Boys and
Girls Scratch - ages 12
and above. Boys and Girls Handicap - ages 12 and above. Boys and
Girls Handicap - age 11 and under. Athletes are not mandated to
be USBC Junior Gold Program Members to enter the scratch division.
However, athletes must be Junior Gold Program Members or be eligible
and buy membership prior to advancement to the USBC Junior Gold
Championships.
9.
All divisions shall bowl three (3) games on the same pair of lanes.
Results will be determined by: total pin fall, plus handicap where
applicable, in each division.

Awards fees and scholarship fees shall
be returned 100% to the bowlers. Bowlers will be responsible for
bowling fees in the District tournament.
11.
All bowlers must wear suitable attire as per the Pennsylvania State
USBC Youth Tournament Dress Code. All apparel worn by bowlers must
be loose fitting and not made of Lycra/spandex-like material. Youth
participants will not wear apparel or use bowling equipment
depicting alcohol, tobacco, gambling, an illegal substance or
inappropriate language/gestures during competition. Other
non-acceptable items are sweat pants, plumber pants, crop tops, tube
tops, halter tops, miniskirts or any clothing with holes
or the showing of any under garments. All bowlers will be
required to wear full-length jeans/pants/slacks. No electronic
devices may be worn during competition. Penalty: First offense
will result in a verbal warning and apparel change or removal of
equipment. Failure to comply will cause the bowler’s scores to
be disqualified and the bowler to be removed from the competition.
12.
No substitutions will be permitted once athletes have started
tournament play, however replacements may be used for bowlers not
present 15 minutes prior to their scheduled squad time.
Replacements must advance from the same league and window based on
order of finish.
13.
Competitors shall be allowed up to 5 minutes of practice on their
starting lanes.
14.
If no replacement has been made, bowlers arriving late shall begin
play and the score shall count beginning with the frame then being
bowled. Frames missed shall be credited with a zero (0). A bowler
not present to bowl when it is his/her turn shall be credited with a
zero for that frame.
15.
Bowlers shall use their highest current certified league average as
of January 1, 2009,
minimum of nine (9) games. Averages must be verified by a league
standing sheet. If a bowler does not have a minimum of 9 games as of
Jan. 1, 2009, average at the time of bowling in the District
Tournament, shall be used, providing 9 games have been bowled, if
not, the bowler will bowl scratch. Bowlers with Sport League
averages shall adjust their average as per Rule 205A of the USBC
Rules Book.
16.
Handicap shall be 100% of the difference between bowler's average
and 210.
17.
Only bowlers and tournament officials shall be permitted in the
settee area.
18.
Claims for errors in scoring or general playing rules must be made
to the District Tournament Director no later than 30 minutes after
the completion of competition. Questionable errors shall be decided
upon by the tournament director. All other protests must be
confirmed in writing to the District Tournament Director within 48
hours or before the awards are presented. Each protest under this
rule must be specific in itself.
19.
All Divisions
- Advancement ratio from the District level to the State level shall
be at least one (1) for every ten (10) entries in all six divisions.
All ties for advancement shall advance. Examples: 1 to 10
- Advance 1, 11 to 20 - Advance 2, 21 to 30 - Advance 3, etc.
20.
Scholarships will be given as follows in the District Tournament,
All Handicap Divisions: 1st
place - $300, 2nd Place - $200. Scratch Divisions are the
same with 10 or more entries, otherwise, 1st Place only
of $300. Amount(s) based on entries statewide (4100 entries
required), final amount(s) offered subject to change. All ties will
receive a scholarship equal to the amount designated for that
position. All scholarships offered are managed by the USBC SMART
fund
21. State competition will take place in Butler at Family Bowlaway (40 Lane Center), 540 Fairground Hill Rd, Butler, PA 16001, 724-283-8630 and at Sherwood Lanes, 124 Lewis & Hansen Ave, Lyndora, PA 16045, 724-287-1054.
22.
All matters not covered by these rules and regulations shall be
determined by the Pennsylvania State Pepsi USBC Youth Championship
Tournament Committee. This Pepsi USBC Youth Championship Committee
reserves the right to accept or reject any participant.
PLEASE NOTE: Coaches are responsible for all USBC awards earned in
this competition. Tournament Certification number is #7004.
