STATE LEVEL RULES

1.     The Pepsi USBC Youth Championships is certified by the United States Bowling Congress and governed by USBC rules.

2.    Advancement from District Level is a one time entry. If an individual qualified and cannot participate in State competition, alternates will be eligible based on order of finish in the previous District competition.

3.    Advancement from the previous competition (District) to the State competition shall be at least one (1) for every ten (10) entries in all (6) six divisions, including last place ties. In all cases at least one (1) person per division shall advance. (An entry is defined as a bowler within the division, whether they have bowled in the District Tournament or not.) Examples: 1 to 10  - Advance 1; 11 to 20 - Advance 2; 21 to 30 - Advance 3, etc.

4.    Advancers out of league level must remain in the division they qualified in during all subsequent levels. If a bowler advances out of league level in more than one state/zone, the bowler must declare one state/zone to continue competing before the next competition level. Participation in any level of competition past the league level in more than one state/zone will result in automatic disqualification.

5.     State competition will take place in Butler at Family Bowlaway (40 Lane Center), 540 Fairground Hill Rd, Butler, PA 16001, 724-283-8630 and at Sherwood Lanes, 124 Lewis & Hansen Ave, Lyndora, PA 16045, 724-287-1054.

6.    Entry closing date is May 10, 2009. Names, addresses, and telephone numbers of all qualifiers along with the tournament entry confirmation form for all entrants must be submitted to the State Tournament Director by this date.

7.    Competition shall be conducted in all six (6) divisions (Ages as of 8/1/2008). Girls and Boys Handicap, Ages 11 & under; Girls and Boys Scratch, ages 12 and above; Girls and Boys Handicap ages 12 and above. Athletes are not mandated to be USBC Junior Gold Program Members to enter the scratch division. However, athletes must be USBC Junior Gold Program Members or be eligible and buy membership prior to advancement to the USBC Junior Gold Championships.

8.    Participants in the 12 & Over age Divisions will bowl a four (4) game block of qualifying scores on Saturday.  The top 25% in the 12 & Over Handicap Division and the top 50% in the 12 & Over Scratch Division will return on Sunday for an additional four (4) game block. Each game will be rolled on a different pair, bowlers will move after the completion of each game. Participants in the 11 & Under age Divisions will bowl one three (3) game block on Saturday. All three games will be bowled on the same pair. Total pin fall, plus handicap where applicable, will determine the winners in each division.

9.    Awards and Scholarship fees returned 100% based on total number of entries. No entry fees at this level

10.  All bowlers must wear suitable attire as per the Pennsylvania State USBC Youth Tournament Dress Code. All apparel worn by bowlers must be loose fitting and not made of Lycra/spandex-like material. Youth participants will not wear apparel or use bowling equipment depicting alcohol, tobacco, gambling, an illegal substance or inappropriate language/gestures during competition. Other non-acceptable items are sweat pants, plumber pants, crop tops, tube tops, halter tops, miniskirts or any clothing with holes or the showing of any under garments. All bowlers will be required to wear full-length jeans/pants/slacks. No electronic devices may be worn during competition. Penalty:  First offense will result in a verbal warning and apparel change or removal of equipment.  Failure to comply will cause the bowler’s scores to be disqualified and the bowler to be removed from the competition

11.  No substitutions are permitted, however replacements may be used for bowlers not present ½ hour prior to their first scheduled squad time. Replacements will be eligible based on the order of finish at the District Level.

12.  Bowlers shall be allowed 5 minutes of practice on their starting lanes only.

13.  A bowler arriving late shall begin play and the score shall count beginning with the frame then being bowled. Frames missed shall be credited with a zero. A bowler not present to bowl when it is their turn shall be credited with a zero.

14.  Participants shall use their highest current certified league average as of March 31, 2009, minimum of nine (9) games. Averages must be verified by the signature of the league coach or Association Manager. If a bowler does not have a minimum of 9 games as of 3/31, average at the time of bowling in the State Tournament, shall be used, providing 9 games have been bowled, if not, the bowler will bowl scratch.

15.  Average will be re-rated if the finalist’s entering average at the State/Zone competition is ten (10) or more pins lower than his or her prior year-end average. Re-rated average will be the composite average of the tournament entering average plus bowler’s prior year-end seasons average added together and divided by two. Previous State Youth Bowling Championships averages will also be used in figuring the entering average at the State Finals. Bowlers with Sport League Averages shall adjust their average as per USBC Rule 205A.

16.  Handicap shall be 100% of the difference between bowler's average and 210.

17.  Only bowlers and tournament officials shall be permitted in the settee area.

18.  Ties for scholarship positions, scholarship monies for affected positions will be combined and divided equally. Example: 4th place tie, 4th is $600 and 5th is $500, each bowler will receive $550. Ties in the Scratch Divisions affecting Junior Gold finalists only, will be broken by a one game roll-off. Should a tie still exist, it will be broken with an additional 9th and 10th frame roll-off, until a winner is determined.

19.  Claims for errors in scoring or general playing rules must be made to the State Tournament Director no later than the start of the next block or 30 minutes after the completion of competition. The tournament director shall decide upon all questionable errors. All other protests must be confirmed in writing to the tournament director within 48 hours or before the awards are presented. Each protest under this rule must be specific in itself.

20.  Scholarships will be awarded for every one in ten entries per division at the State Level. The State Pepsi YBC Tournament Committee will determine the scholarships awarded. Total scholarship dollars offered based on participation. All scholarships offered are managed by the USBC SMART fund.

21.  Age 12 & Above Scratch Divisions: The top two place finishers in the Girls and Boys Scratch Division will advance to the 2009 USBC Junior Gold Championships, July 11-17, 2009 in Indianapolis, Indiana. They must be Junior Gold Program Members to advance (the advancer must meet the 175 or higher average for males or 165 average or higher for females and have a Gold membership or purchase a Gold membership prior to the championships.) USBC will pay for their $150 entry fee into the USBC Junior Gold Championships. (No travel reimbursement or stipend will be provided to these athletes by the USBC.) All U.S. citizens are vying for a spot on USBC Junior Team USA/2009 to represent the United States in national and international competition. If any bowler who qualifies for this entry is unwilling or unable to become a USBC Junior Gold Program Member and will not advance to the Championships, the athlete will still retain the state scholarship, but the berth to the Championships will be awarded to the next eligible athlete.

22.  All matters not covered by these rules and regulations shall be determined by the State Pepsi USBC Youth Championships Committee. The National Pepsi USBC Youth Championship Committee reserves the right to accept or reject any participant.
